Clear out the Temporary Internet Files folder -
http://www.mvps.org/winhelp2002/delcache.htm
Downloads first go there, and then are copied to the destination folder. It
may be full or corrupted. If no joy, totally delete the TIF folder in the
problem account from another account w/ admin. privlidges, reboot and it
will be recreated as empty.
