Cannot run command prompt

Can't run any DOS progs. Trying to run C:\Windows\system32
\cmd.exe produces the error message:

"Windows cannot access the specified device, path or
file. You may not have the appropriate permissions to
access the item."

This is a recent problem after downloading the latest
Window Updates.

I don't have Sasser.
