Cannot run cmd.exe - "file in use"

I cannot run cmd.exe. I get a message that the file is in use. However if I
copy cmd.exe from system32 to c:\, it works. Within cmd.exe I cannot run
ipconfig .exe.
I get the same error as before, "file in use".

Possibly related to this is that I can't get an IP address from the DHCP
server. The notebook will get an address, so I think the cmd.exe problem and
the IP address problem are related.

How do I fix?

Do a ctrl-alt-del and look and see if something else named cmd.exe is
already running. That's a pretty weird error message to get.

What is the malware/virus status of the machine? If you think it is
clean, what programs (and versions) did you use to determine this?
