Cannot run cmd or command prompt

I cannot run cmd from the command prompt, or open the command prompt from
accessories. From another post, I was able to get control of regedit through
making a copy of it (regedit also does not work). I believe the problem is
virus related, but do not know what I should post here to assist with
finding the entries that are causing the problem. Does anyone know what I
need to post here to correct this problem?

Malwarebytes' Anti-Malware
1.32 -freeware (if you upgrade you pay).

Run Malwarebytes' in safe mode and turn off your current anti-virus
before you do to avoid a conflict. Disregard the invitation on the web
site regarding the Registry Optimiser -a Registry Optimiser is not a
helpful utility.

No error message shows up. I open run, type in cmd, then it looks like
explorer resets, but no window opens.

I ran the malware scan in safe mode and, thought it found one thing, I still
cannot open the command prompt.

If renaming the file works, it is very likely a malware infection. Try doing
a spyware scan using SuperAntiSpyware as well

This would make sense since I was able to open regedit by changing the name
to copy (as per another thread I saw on here and now can't find again). I'm
at work now, so I'll have to try it when I get home.

In that previous post, it referenced virus infected registry lines that the
virus scans failed to delete, but could. Unfortunately, as mentioned above,
I can't find that thread again. Would you know where I would need to look,
or what I should be looking for there?

Updating multiple posts...

I tried renaming the cmd file, but had the same results (command prompt
window did not open). I am currently running the antispyware program you
recommended.

Gerry, the link you sent gave me a message saying "Service Temporarily
Unavailable. We apologize for this inconvenience. Please try again later."
so I am unsure of what exactly the link was supposed to tell me (this link
did not work on either the problem computer or another laptop).

Thanks for your assistance. It looks like I've managed to clear out whatever
was blocking cmd from running. Command, CMD, Regedit, and the command prompt
shortcut all seem to be working correctly now.

I'm still having problems with disk cleanup not finding a file needed to
run, but that is an issue being addressed in another thread.
