Cannot run Access 97 based program on Windows 7 Professional 32 bi

I am able to open a bidding program that I have used for years in Windows 7,
but when I open a specific window within the program, the program locks up.
Does anyone know a way to enable this program to work in Windows &? I do not
have the Hardware Assisted virtual capability so I cannot use the XP mode.
