You need to contact your host and ask them to run a check on the extensions
and/or check the permissions on your account.
The message could also mean that there is not enough temp file space on
their server, which has nothing to do with the amount of space allocated to
your account.
Also there are many host that over sell their server space, with the hope
that most users will not use the total amount of allotted web space.
