At boot time, or if I bring up the Control Panel, I get the following error :

Viavoice Options Module : Failed to load language module.

I have tried to Add / Remove Viavoice and it does not help. How can I
remove this program and this error?

That's a question you ask of the software makers:
http://support.nuance.com/ since I cannot find any solutions on the internet
even though your error message has been posted a few times.

Have you tried a file search and registry search for the program?

File search of c: for Viavoice finds no files. Add/Remove of Viavoice
fails since it cannot find an uninstall file.

How do I perform a registry search?

Use SysInternals AutoRuns. Download/install and run. It will open to
the "Everything" (TAB). Scan the Image Path column and locate any
call to your missing startup call. Right Click and delete the entry.
