Cannot receive mail but can send: version 6.0.6000.16386

When I send/receive the following message is shown:
Account:'pop.west.cox.net,' Server:'pop.west.cox.net,' Protocol: Pop3, Server
Response: ' - ERR An authentification mechanism MUST be entered', Port: 110,
Secure (SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC18
Help will be appreciated. Thanks in advance!

Ask Cox what account & server settings are incorrect. Cox should have a web
page to help and list the exact server settings and authentication
requirements. Note that you can name your email acct something more
meaningful than 'pop.west.cox.net.' Only the server itself must have the
correct name.

You will have to enter the correct login credentials (username and
password) to use the e-mail provider's POP3 mail host.

Are on you Cox's network when attempting to access their mail hosts?
Or are you coming from off-domain (so you could be some hacker trying
to break into one of their customer's accounts)? If you are on their
domain when accessing their mail hosts, they already know who you are.
If you come from off-domain, they don't know you from anyone else, so
you will need to authenticate to their mail hosts. Maybe you don't
have to the correct login credentials saved. Maybe they require a
different port number is used when coming from off-domain. Maybe they
require SSL or SPA when coming from off-domain.

What did Cox say when you asked them?

Ask in an Outlook Express newsgroup like
micorosft.public.outlookexpress.general . There is no version
6.0.6000.16386 of Outlook. That's Outlook Express, if it's anything.

Mary: Thanks for the response. I have checked and re checked and the
settings are correct. I can receive through a secondary account (Charter)
and I can send through Cox. I can log onto Cox via the web with no problem
so I know the password is correct even though sometimes a pop up asks over
and over again for the password saying it is incorrect. This is a Windows
Mail problem and not Outlook Express as someone else has suggested.

VanguardLH: Thanks for your response. I am on the Cox network. I have been
reading their website help and have not yet called them. You know how long
that can take! Am hoping to figure this out online.
