Cannot receive mail but can send using outlook 2003

's Computer Specifications

After add a new account and all tests completed successfully, I still can't
receive mail (pop3). However, under the same setting, it is no problem for
outlook express. Why?

's Computer Specifications

Firewall settings and virus scanners are a common cause but without details
about what happens when you try, it is anyone's guess at this point.

Is there an error message that you chose not to share? It probably
indicates why you cannot receive e-mails.
