Cannot read media after boot

I have recently upgraded to Windows XP Home Edition. Since then, all of my hardware for reading media, i.e. CDRW, CD-DVD, Jumpstart for reading camera memory card and Iomega Zip drive will only read media if I have media in the drive when I boot. Once booted, I can change CD's, memory cards or zip disks with no problem and read them. If, when I boot, the drives are empty, then I insert media I will receive a "not accessable" error when I try to access the drives from explorer.

Any suggestions?
