Cannot Publish to existing site

I created a sharepoint team services site with FrontPage 2003. I backed up
the site to a local drive then attempted to create a new sharepoint site to
the same hosted location. The message: cannot create at the hosted URL. If
there is a server you may create a subsite. Could it be that FrontPage
cannot overwrite a published site? Please advise.
