Cannot print to network printer when host computer is turned off

I'm using Windows XP on my laptop and can successfully print to my network
printer when the desktop computer is on. However, when the desktop computer
is turned off, I cannot print from my laptop. Any ideas?

Is the printer an actual network printer or passing through your desktop
computer for connectivity?

How could you possibly expect to be able to print to a network printer,
if the print server (the host computer) is turned off? Do your other
household electrical appliances work with their power switches in the
"Off" position?

If you want the networked printer to be available, the host machine
must remain "On."

OP,

Is this printer 100% a network printer plugged in to a nic using a RJ45
connector or is it connected via a USB bable into the desktop machine shared
out to the other devices? I think the latter

If it's local to a workstation then it's not a network printer, is it? It's
classed as a shared printer

Thus why I asked the clearly phrased question.

There is a distinct difference between an actual network printer and one
connected through a computer.

We do not know, yet, what the OP's setup is. We are waiting on the OP to
tell us all.
