I can't print HTML emails at all in Outlook 2003 SP3, lately. Plain
Text prints fine. When I try to print an HTML message I don't get an
error message--Print windows simply will not appear. IE7 is my
default browser. Converting emails to plain text is not an option. I
cannot print HTML emails (nor change print settings) to any of my
three printers.

The problem was an Internet Explorer corruption. Downloaded IE8 via
Firefox (IE would not run at all) and HTML emails are printing again.
