Difficult to say what happened.
Try something as given below and tell us if this works.
Make a new folder and copy one of the picture in the new folder. Then try to
open it. Does this work?
Right click on a photo and click on Open with then select Paint on the
opening list to open it. Does this works?
Download the free photo editing software:

then try to open a photo using this software. Does this works?
