Cannot Post a Question

I cannot post a message. I am a new user and I've received and confirmed my
email address but when I selected new question it does not permit me to type
a question.

Issue: MS Office 200 Pro on Window's XP Home.

A rule is firing which I cannot delete. When I go to rules wizard in
Outloook there are no rules present. I tried performing a cleansweep but do
not have Backoffice CD. I recently had to reload my Operating System. I also
tried upgrading to IE 7 but was unsuccessful. Ever since this event the
ghost rule has been firing which tells everyone I will be on vacation until
Aug 11.

-----Don't abuse the suggestion features for general issues-----

Posting a question works; yours show up now.

You're not posting any useful information for us to work with. For instance
you didn't correctly write your Outlook version. Also your leaving out the
steps you used to install your version of Outlook without having an Office
CD.

Additional information required is which mail account type you are using and
which method you used to create vacation notice.
