Hi,
Recently, when I press "Ctrl-Alt-Del", the Task Manager button is unusable.
This problem seems to have started when an illegal program called "Windows
TaskAd" started running in the background.
Even though I have completely removed this program and all remnants of it (I
think) the problem still consists.
Anyone have an idea how I can fix this?

I'd suspect you have not completely removed this spyware.

Have you tried spybot or similar

It's usually spyware/ junkware that sets this Reg_Dword decimal value to 1

Set it to 0

DisableTaskMgr
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System

Hi Dave,
Even after setting to 0 (in 2 different places) I still cannot access the
task manager.
I have used all the spyware programs I know, including Microsoft
Antispyware, but nothing seems to help.
Do you have any more ideas ?

Ari
