Cannot open regedit

I am using Windows 2000 sp4 and I am unable to open
regedit. I get the error "The operation has been
cancelled due to restrictions in effect on this
computer". I am able to open regedt32 however. I have
checked my group policies in the policy editor and it
looks fine. I had some viruses and removed them. Maybe
the viruses changed something? I need some help. Some
programs will not install due to this.
