Cannot open a pps with XP and Microsoft Works on my notebook?

I have a Toshiba Satellite that came with Windows XP and Microsoft Works
installed and I have all the latest updates. Why can't I open a Windows PPS
document with this software. Does this mean I have to purchase an Office
software program just to look at a PPS presentation on my Notebook? That does
not seem right.

There is a free PowerPoint Viewer that Microsoft provides for download at
