Cannot Open Outlook -- Office 2007/Vista

Similar to a recent thread, I got back to the office and my system appeared
to have crashed.

When I launched Outlook I got the following error

Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of
folders cannot be opened. THE file C:\Windows\mailbox.pst cannot be opened.

I ran scanpst.exe. It did find error and repaired them, however that did
not provide a solution.

I tried to runn Office 2007 Professional Repair from the control panel
(programs and features) and that did not solve the problem.

When I go to Mail in the control panel, I am unable to view mailbox.pst with
settings. I get an error - An unkown error occurred, error code 0x80040116.

I cannot create another personal folder with the data files function either.
The program hangs.

If I rename mailbox.pst and try to launch Outlook, it asks me to provide a
new personal folder. If I do that, it hangs.

Repetitive tries at launching will give the prompt,
do you want to run Outlook in the Safe Mode. -- Yes. Still no results.

On next launch it asks if I want to reload Office Professional -- I answer
Yes, and it does so, -- still no results.

Does anyone have a solution?

Your PST shouldn't be in that folder. It wouldn't surprise me of that
folder's protected from non-Admin accounts.

Create a new mail profile and, using the Mail applet in Control Panel,
create a new PST, making sure you put it in an apppropriate folder,
preferably under your Windows profile C:\Users\yourname
