Cannot open new window

Hi. I have IE6 on Windows 2000 Version 5.0 Service Pack 4. My problem is i
can't open a new browser. Let's say i have an open IE at yahoo. when i click
the IE at my desktop it wouldnt open a new IE window, instead it will re use
the one currently open. Any ideas? Thanks for any help.
