Cannot open new instance of IE

Once I open an IE browser window, if I click on the IE icon again the system
replaces the current window rather than open a new instance of IE. This can
be particularly annoying since pop-ups can do it too, kicking you off the
site you were on unexpectedly. It seems there should be a setting but I
cannot find one.
