When double-clicking a .msg file created locally or saved to my hard drive,
Outlook does not launch the saved message.

I use windows Vista, and Office Smal Business

Any Suggestions?

What happens when you try? Is the .msg file type associated with another
application in Windows?

What if you Right Click on the .msg file and select Open With and then
Choose Default application. Then browse to the Outlook.exe application and
click ok. Does that do it?

I have this problem to with someone at work. When they click on the .msg
file it doesn't do anything at all. If they save it to a different location
it will still not open, even if you right click go to open with and point to
excel. The only way it will work is if you open Excel in safe mode "meaning
ctl+click Excel." I have tried system restore, SP3 update, and ran Norton
Windoctor. Any other suggestions would be greatly appreciated.

In my case this turned out to be the latest version of Google Desktop. Uninstall it if you have it. More here:
