Cannot open mouse properties

I wanted to change the options that I have selected for my touchpad, but I
can't open it from the control panel or the taskbar. I can't change the
options. What's going on?

You may need to run as administrator. Are the options greyed out, or
completely gone?

I just can't even open the program. I'm running as an administrator.

Can you do a System Restore to an earlier point in time before you started
experiencing this problem? If that does not work, try the following:
Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

This should replace/repair any corrupted files.

I assume you by program mean the third party touchpad program, and not
Windows Control Panel. I've seen early Vista drivers/software do what you
describe some times.

First, I would simply try a restart. If that doesn't work, you may
consider to reinstall the touchpad software, try do download the most
recent version of it from your computer manufacturer's web site first.
Take a look at Da Costa's suggestions as well.
