Try right clicking on the desired link and choose "Open up in new window"

      1st Aug 2004
Click on the Folder Options icon in your Control Panel,
then under the General tab, place a check next to
"Open each folder in its own window, then click Apply.

For Internet Explorer:

Launch Internet Explorer and from the Toolbar select:
Tools > Internet Options > Advanced. Scroll down to
"Reuse windows for launching shortcuts", uncheck the
box next to it, then click on Apply.

Suggestions:
Right click a link and select "Open in New Window" or use Internet Options>
Advanced and remove the check next to "Reuse windows for launching
shortcuts."

If you still have trouble, may want to experiment with Folder Options>
General> Browse Folders> Open each folder in (same/own) window. Usually
this effects Windows Explorer only but depending on how you browse, the
setting can come into play due to the overlapping of IE and WE.

To add to other's posts - click on the desktop, quickstart or start
menu shortcut again or with the IE window in focus hit the <CTL><N>
keys simultaneously - all will open a new IE window.
