The "Windows can't find jpg file" error message seems to be uniquely
related to the IE8 installation, which somehow seems to corrupt a pointer
to the Temporary Internet Files (TIF) folder. The only known fix at this
time is to uninstall IE8:

The problem you had prior to IE8 may be unrelated, and should have a
different error message.
