i'am having a permissions issue opening an HTM attachment, please advise

What happens when you try? Is there an error message? What does it say, in
its entirety?

We can only guess without knowing what happens when you try...

A common issue is 'restrictions in effect"... this is a problem with IE, its
not an Outlook error. You need to reset your internet settings in IE's
Tools, Internet Options, Advanced tab. (Or Control panel, Internet options,
