Cannot open the file: mk:@MSITStore:C:\WINNT\Help\windows.chm

I'm running Windows 2000 Pro. When I click Start/Help, I get the error
message "Cannot open the file: mk:@MSITStore:C:\WINNT\Help\windows.chm"

Background: I have kept my system up-to-date with Windows Update, and
it has worked fine until I copied my world to a new hard disk (using
Copy Commander 7.0), after which I was prompted to insert my original
Windows 2000 CD ROM so it could "complete installation" [?]. I did as
instructed and rebooted. Then, just in case this process gave me any
down-level files, I installed Windows 2000 SP4, and ran Windows Update
to re-install all subsequent Critical Updates.

The Microsoft Knowledge Base contains only one article on this message
but it applies only to Windows 98. Apparently they didn't expect
customers to get this error with Windows 2000. But I do.

"Ver" says I have Microsoft Windows 2000 [Version 5.00.2195]
My file c:\winnt\system32\hhctrl.ocx is version 5.2.3735.1
I am running MS Internet Explorer version 6.0.2811.1106

What should I check next?

The solution was posted by Pete Lees (Microsoft Help MVP) in
microsoft.public.win2000.general and appears here:

In summary, the solution consists of four steps:
1. install Service Pack 4 (SP4) for Windows 2000
2. install Critical Update 811630
3. unregister and then re-register the HTML Help ActiveX control:
regsvr32 /u C:\winnt\system32\hhctrl.ocx
regsvr32 C:\winnt\system32\hhctrl.ocx

I had already performed steps 1 and 2 (several times) without success.
This was the first post that mentioned the ActiveX re-registration for
Windows 2000. The Windows 98 solution was given here:
http://support.microsoft.com/?kbid=312456 which I had seen but not
known how to translate for Windows 2000.
