Cannot Open File Due To Security Restriction

when i run a access runtime file, it prompt a error message

"Cannot Open File Due To Security Restriction."
"Security setting restrict access to the file because it is not digitally
signed."

But i have already installed the digital cert. How can i go about solving
thing problem.
