Cannot open emails

's Computer Specifications

On occasion when I "boot up" Outlook i get headers but when I open emails all
I have is a button that states "mark this message for Download". I click it
but nothing happens. Usually I "reboot" Outlook and I can open messages. Not
today. Why do I get this message and how can I permantly get rid of this
message.
