cannot open an email item as an attachment more than once.

I have a number of users that include email items as attachments. Once this
email is sent to another user, that user cannot open the attached email item
more than once.
I have reinstalled office and made sure all available pacthes have been
installed.

These users are using Windows XP SP 2, and Outlook 2003.

Any suggestions on resolving this issue would be helpful.
