I just added an email account to my folder list (which I have done in the
past), but this email account says that it cannot access the folders for this
account. In other words, it stays collapsed and will not open

what type of account is it and what folders is it supposed to use?

You cannot add a mail account to a folder list. You can add a mail account to
a mail profile and, depending on the type of account., that might add another
set of folders to the folder list, but that's not the same thing. Tell us
what you really did.
