cannot open DLL "stsnwi.dll"

I just wanted to post that I was having this error and I was hunting
around for solutions. I found the Microsoft knowledge base article:

However like many in the forums, I also did not have the registery key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server
Extensions\Web Extender Client\wecctlflags

What finally solved if for me was Re-installed XPSP2. I no longer get
the error, and frontpage works again.

Give that a try if you are having a similar issue and you also do not
have the registry key for "wecctlflags" and it might help you out.
