CANNOT OPEN CONTROL PANEL, START/STOP SERVICES, START DISK MANAGER

I believe this started after my last windows update

I have a server running Windows 2000 SP4, domain controller that somehow
seem not to be responding. The server is running Exchange 2000 with the
latest updates, and is part of a six server Network. It is also running
Symantec Anti Virus coporate edition ver. 8.1 and Symantec mail security for
exchange.

When trying to start Disk manager, I get "connecting to local disk manager
service....." and it just sits there.

Any attempt to open control panel just gives me a window with the listing of
the number of objects in the window on the status bar and a blank window.

I cannot manually stop and or start any services.

I cannot browse or get to the properties of my network places.

My Antivirus real time protection icon on the taskbar, tells me that it is
disabled and I did not disable it.

However, the server is still running, and users are still able to log on,
send and recieve E-mail etc.

Has anyone experienced any thing like this in any of their environments? As
this is now happening to all our domain controllers. Meanwhile, no one else
has noticed any change in our environment.

I have the SAME problem! Did you find a solution! It happened right
after I updated norton corporate editions, and I was updating windows
via windows update too. I have norton corporate edition 7.8

Can anyone help us?! I can't find any info anywhere online!

I had a similar problem on all our servers, that I thought was connected to
symantec corporate edition. After some investigation we discovered we were
running APC software to control the APC UPS's connected to the servers.
Towards the end of July a java script licence ran out and this caused any
machine connected to the power supply to have problems similar to those you
have descirbed. If you go to the APC website there is an explanation and
also a patch to download. I personally changed the configuration to allow
windows to control the UPS. If you do not however use APC software then it
may be worth looking to see if anything else is running similar java scripts
etc.
