Cannot open anything

Hi ,

Got a pc running xp pro sp2 on a domain.
When you click on the taskbar nothing happens.
When you click on items on the desktop they select but you cannot right click or double click and open them.
This happens in safe mode and for all users who log onto this machine.
Is a rebuild the only solution?
Help please!
