In my experience, symptoms like this are usually caused by a problem at
the ISP. Its domain name server may be down or corrupted or
malfunctioning, or you may have something set up incorrectly on your end.
To test this, attempt to conncet to
http://207.46.156.252 . If that
works but
http://www.microsoft.com does not, you have a DNS lookup
problem. In that case, contact your ISP for help.
