Even changing the name of regedit.exe to regedit.com does not solve the
issue. No exe associated file runs. Period! Even copied the five registry
hives from the c:\windows\repair folder, which worked for a bit, then exe
files would not execute. As Togar writes, anything short of re-installing
windows, what can we do
