I Cannot open any folders, network places, my computer and
internet explorer from the desktop, but I can through
the "RUN" command in the Start Menu. (I can run everything
but internet explorer)

When I try to open any folder on my desktop, it displays
the box that reads somethign like windows explorer has
encountered a problem... we are sorry for the
inconvenience, and then it gives the option to send the
report.

Please can someone help me?
