I cannot open "add or remove programs"

I tried typing in mshtml.dll but recieved "mshtml was loaded but register
server entry point was not found
file cannot be registered
I have xp home edition

Please state your full Windows version (e.g., WinXP SP3) when posting to
this newsgroup.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on this
machine (e.g., a free-trial version that came preinstalled when you bought
it)?

Add or Remove Programs Restriction - Undo (Line 146 Right; you'd want UNDO)

windows xp version 5.1 media center edition. I have McaFee and it is up to
date, I also have Surf Secret and pc tools spyware doctor. The McAfee
Firewall is on. The add /remove worked 2 days ago. I have since had a bout
with "Widows Police Pro" and had to quarentine it.

Go to Start/Run and type in: regsvr32 appwiz.cpl

Add or Remove Programs Restrictions - Undo (Line 146) Right hand side

it says regsvr aapwiz was sucessful but I still have the same problem as I
originally mentioned.

also wher is the starup folder to place the kellys corner fix found?

Your topic subject is "cannot open add or remove programs" but that
doesn't tell us much.

You tried: I tried typing in mshtml.dll but recieved "mshtml was
loaded but register
server entry point was not found file cannot be registered"

Why did you try that? That is not how to open Add or Remove Programs.

When you click Start, Settings, Control Panel, Add or Remove Programs,
what happens? If you get an error message, what does it say exactly?

See if you can launch Add or Remove Programs another way. Click
Start, Run and in the box enter:

%SystemRoot%\system32\appwiz.cpl

You can answer the query from PA Bear regarding your system
information by doing the following:

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste back here.

There will be some personal information (like System Name and User
Name), and whatever appears to be
private information to you, just delete from the pasted information.

Read the instructions at the top of the page.

However, since you've been dealing with "Widows [sic] Police Pro" I'd say
you're still seeing the effects of a hijackware infection and you've got
much more work to do.

NB: If you had no anti-virus application installed or the subscription had
expired *when the machine first got infected* and/or your subscription has
since expired and/or the machine's not been kept fully-patched at Windows
Update, don't waste your time with any of the below: Format & reinstall
Windows. A Repair Install will NOT help!

1. See if you can download/run the MSRT manually:
http://www.microsoft.com/security/ma...e/default.mspx

NB: Run the FULL scan, not the QUICK scan! You may need to download the
MSRT on a non-infected machine, then transfer MRT.EXE to the infected
machine and rename it to SCAN.EXE before running it.

2. [WinXP ONLY!! =>] Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting requested logs
in an appropriate forum, not here.

Not sure where I got directed to use that approach, your method from run
(system root%etc) worked. When I try to open it from control panel I get an
hour glass for about a second, then nothing.

My virus program never lapsed, nor was it inactive, yet I got police pro
twice this week. I also ran pc tools spyware doctor, is this not sufficient?
The police pro appears gone. All widows updates have been kept current
