Cannot open Access database

Maybe this is a windows Xp security problem

I have created Workgroup administrator file with all the users I want to
access the database. For security I exported the database with a non Admin
user to become the owner of the database and then I reduced the rights of the
admin user so that the database cannot be opened by any PC. I joined the .mdw
file using wrkgadm tool. The .mdb file and the .mdw file are on the network
to enable to acces them from other PCs.

I am using Windows 2000 and when I did all that I had Administrator rights
on my PC.

When I tried to join the Wrkgadm file from another PC with a user with non
Administrator rights I got an access denied message on the wrkgadm.

I logged in with an adminstrator user and the problem was overcome on
windows XP and 2000.

However even with administrator rights on the PC that did not create the
file when I try to open the database (mdb file)I get the message, cannot open
file , contact your system administrator to give you permission , or
something like that.
This message appears before the loggon window for MS Access. The Access file
was created with Access 2000.
How can I access the database from another PC overcoming that problem ??

I tried creating a new database on the PC with the problem and could be
accessed without problem.

If you can help I would be grateful.
