Cannot move mail to .pst after upgrade from Office 2K3 to 2K7

I upgraded my Dell M90 last week to Vista and then upgraded Office to 2007.
After the upgrade, I can no longer add additional mail items to my own .pst
files. I get an error message stating "Cannot move the items. You don't have
the appropriate permissions to perform this operation." I have local
administrative rights on the machine with the account I am using. I created
these .pst files with this account and verified that I have full control on
the security permissions.

I've tried googling this and all I've found was a single reference to this
question being asked previously in another group last July but no response. I
sure hope someone can guide me in the right direction.

State clearly how you migrated your Outlook data to this new installation of
Outlook.

My personal folders were already connected to my outlook profile prior to the
upgrade, and were automatically present when I opened outlook after the
upgrade. I have disconnected from the .PST and reconnected and still have the
same results.

I tested to see if I could move items within the pst and that works with no
issues. But I cannot add new mail messages (ie new mail arrives in my
exchange mail box but cannot be moved via rule or manually to the pst).

It is unwise to attempt an upgrade installation of Outlook. If you do, you
must always create a new Outlook profile from scratch or it will never work.

So is what you are saying that by deleting the profile and recreating it, I
will be able to use my pst files again?

As long as you have an intact data file from your previous version and
connect it correctly.
Take a look at these pages for info on Outlook data backup or transfer:

I appreciate the attempt to help, but none of the reference material you
provided deals with Outlook 2007 and how it handles accessing and read/write
perm's to PST files. I understand how to create PST files, my problem is that
I am unable to do more than look at my old PST files. I use them to keep my
server side mailbox empty and for archiving purposes.

Thru some investigation and networking, I am told that Exchange and/or
Outlook 2007 have some kind of policy that prevents writing to PST files
unless it is changed. This has not been verified yet, but I am working on it.
If you have information on that it would be greatly appreciated. I am really
surprised I can't find any info on this thru Microsoft. Hopefully its just
PEBKAC. That I can deal with.

Information all applies to Outlook 2007. State why you think it does not,
and provide more complete details. For example, why did Exchange just enter
into this thread?

Our Employer used to allow personal PST in Microsoft Exchange Outlook 2007, then prohibited. We reversed by changing their customized Registry Keys (hanging DisablePST and PSTDisable* from "1 or 2" to "0"). Unfortunately, they've also updated a different Registry Key prohibiting our ability to execute Rules using COPY or MOVE operands and also prohibits "Drag and Drop" from their Microsoft Exchange INBOX to our opened personal PST.

No alternative RULE works. We found HotFix 949878 but haven't used it (in part or whole) and wondering if there is another Registry Key that prohibits our using MOVE or COPY Rules or "Drag and Drop". What can you suggest?
