Cannot move folders, says folder is full

My boss cannot move folders into other folders on his Outlook 2007. It is an
exchange folder not a .pst folder. It says it is full, but it does not look
like he is at the limit. One comment I found on the web said to create a new
profile and move all accounts into it. Wanted to make sure that was the
correct thing to do, before I did it.
