Cannot login to TS Locally

Hi,

I'm running Win2000 TS with approx 12 remote clients. I
cannot login locally using Ctrl-Alt-Del when a client is
connected. As soon as the client disconnects (or I
disconnect them) I can then press Ctrl-Alt-Del and login
locally. It seems like the keyboard is locked up but when
I press the space bar, I get the logon help screen. And
it is not consistent, sometimes it works sometimes it
doesn't??
Any ideas? I've been having this problem since I set up
TS approx 2year ago.
