CANNOT LOG ONTO SECURE SITE

I am using IE6SP1 on WinXP. Cipher strenght 128 bit. I
get the 'this page cannot be displayed' error message when
trying to connect to secure sites.
This only happened after I did a reinstall of XP.
I have created an entirely different administrator user
profile to log on with and it still happens.
A suggestion on the 'this page cannot be displayed' error
is to ensure the following are checked: SSL 2.O, SSL 3.0,
TLS 1.0, PCT 1.0 IN TOOLS/INTERNET OPTIONS/SECURITY. I do
not have the PCT 1.0 option.
I have read MS knowledge base article 303807.

In most cases, creating a new user profile has solved the problem.
