It appears the error you are getting, 1396 or 0x574, is actually associated with an error message I've seen in the past, "The target account name is incorrect." It usually means from a worst case scenario that a trust or machine account is invalide, which doesn;t appear to be in your case, to simply it cannot connect to it.
A number of issues can cause this. One of the major causes is using the incorrect DNS addresses. If you are using an ISP's DNS address anywhere, that will cause it. If your domain is a single label name domain, that will cause it as well. If you are using the NetBIOS name of the domain, and the DC is across a WAN link, and there is no NetBIOS name support, that will cause it, too. A multihomed DC (more than one NIC), will also definitely cause it. Also another possible cause is if you named the machine the same name as a computer account that still exists in the domain, that can cause it as well.
Based on your posted info, it is difficult to provide a specific diagnosis. Please elaborate a bit more on the above info I mentined, as well as post an unedited ipconfig /all of a sample desktop (so we can see what DHCP is giving out), as well as a local DC.
