Cannot Issue CAL Licenses

I've formatted a colleagues home based PC, and am now
having trouble accessing our server from it, In the event
veiwer I'm getting the Error 1004, Cannot issue cal
license.
I've followed all the steps, uninstalling then
reinstalling Termina Services License Manager, reissuing
our ten licenses yet still have the same problem...
Is there anything else I can try? TIA
