Cannot install a device using the local admin account

Hi,

I am having an issue with a Windows 2000 laptop with service pack 4 all
admin accounts cannotinstall progams, or devices, and hardware you can
disable a device from the system manager but cannot enable it.

This happens with the local Admin account & Domain admin account.

There are no Group policy enabled to restrick the administrator accounts

Can anyone help this is quite frustrating
