Cannot insert hyperlinks in Outlook 2003 HTML replies or forwards

I'm using Outlook 2003. I have selected Rich Text as my default message
format for composing messages. When I reply to or forward a message received
in HTML format, I cannot insert any hyperlinks--either via typing the URL
(e.g., www.mapquest.com) or going to the Insert menu and selecting Hyperlink.
Can someone please explain what is up with this? How can I fix it? Thanks
in advance to anyone who can help me solve my problem.
