What version of Outlook? Do you mean "Tools" (there is no such thing as
"tool box"). And what do you mean by "...but I can even access that..."?

Are you using Word as your email editor? If so, you can easily turn off
that option with Ctrl+Shift+8.

You cannot access the standard tool bar; why - it isn't there? You can
activate/deactivate any toolbar from View | Toolbars.
