Cannot get OL 2007 rule to work

I am trying to create a rule in Outlook to flag all incoming messages for a
shared mail box. I created the rule and now it will not work. I have selected
apply and moved the rule to the top of the list but it is still not working.
Is this due to the fact that it is a shared inbox? Or is there possibly
something else I am doing wrong?

I think rules only work on your Inbox not a shared one.

That's what I am thinking. So if the inbox administrator set a rule would it
work then?

you need to log into the mailbox and set up server side rules (and rules
that say 'client' won't work).
