When attempting to get Updates from M/S website, the page
where it should say 'Scan for updates now', gives me the
message that must have Administrative priviledges. I am
the Administrator on this machine and I can do everything
on the PC except this one thing.

The OEM, Dell, has checked every setting they know about
and say there is no good reason that I can't get updates.

Anyone have a clue?

Check the security level for the internet zone in IE. Most likely scripting for
activex was set to disabled for signed activex. Change it to prompt or enabled.
Ok your way out and try again.
